WHAT IS DEBT HELP SYSTEM - (DHS)?

The DHS is an integrated computer system that is used by Debt Counsellors to record your debt review application stages. It is only through this computer system that a debt review flag/notation can be placed or removed from your credit records. As of 7 March 2022, the NCR disabled the facility for debt counsellors to update the Dhs system and took over the task of updating the Dhs. Only the NCR can update the Dhs to release you from Debt Review

 

Debt Review is strictly for Over-Indebted Consumers

If you are not over-indebted, you should be released from debt review

To exit or cancel debt review, a new application for assessment must be submitted to determine that you are not over-indebted. 

  • You are entitled to request your debt counsellor to perform re-assessment of your current financial circumstance
  • If your debt counsellor refuse or does not cooperate, or is unavailable, you can transfer or appoint another debt counsellor to perform the assessment.

The DHS System Update Process

1. Consumer submit application for assessment (Form 16) and account statements and/or settlement letters

2. The Debt Counsellor shall use the NCR approved computer system (maximus, simplicity, infinitech, finwise etc) to capture your debt information

3. The above-mentioned system shall calculate the balance of your income versus expenses to determine indebtedness status

4. If the determination outcome is that the consumer is not over-indebted,

5.The debt counsellor submits the outcome results and documentation to NCR

6. The NCR shall update the DHS system code to 'B'

7. The updated code is transmitted to the credit bureaus and the flag is removed from your credit bureau record.

UNLAWFUL DEBT REVIEW  TERMINATION - CANCELLATION CLEARANCE CERTIFICATE

 

A debt review listing is unlawful when: 

  • You did not apply or sign application form named Form 16 
  •  You did not approve or sign payment arrangement Form 17.2
  • You did not sign an affidavit for court application
  • The debt counsellor did not issue a copy of the court order after 60 days of your application.

You can terminate debt review: 

  • Before issuance of 17.2
  • When your financial circumstance improve
  • When you can afford to pay the original instalments

You qualify for a Clearance Certificate when you have settled all debts that were placed under debt review.
